The Citizen is the base unit of all Empire Earth and Art of Conquest random maps. The Citizen is the most important unit in the game, acting as the 'bread and butter' of your civilization, gathering resources, building and repairing and as such need to be protected at all costs because of their lack of ability to fight effectively, though they can defend themselves if needed.
