A Town Center as modeled in the Prehistoric Age

The Town Center, or "TC", is a building that cannot be built, but can be created by populating a settlement with five citizens. Populating an extra ten citizens will cause it to turn into a Capitol. The Town Center functions in basically the same way as the Capitol, albeit on a smaller scale, providing morale to units, creating citizens, researching, advancing epochs, and acting as a resource drop-off point, though not providing as great of bonuses or having as many hit points as the Capitol.

In the Art of Conquest expansion, having the Expansionism special power in your civilization allows your citizens to skip building settlements and directly build the Town Center instead, thus eliminating the need to populate the settlement with Citizens and therefore saving Food.
