The Town Center is a building the cannot be build but can be created by populating a settlement with five Citizens. The Town Center functions in basicly the same way as the Capitol, albiet on a smaller scale, providing moral to units, creating Citizens, researching, advancing epochs and acting as a resource dropoff point, though not providing as good bonuses or having as much HP as the Capitol.
